ALFA Authentication

The ALFA SAML IdentityProvider did not receive an <AuthnRequest> containing an <Issuer> with a valid response URL, or the <Issuer> cannot handle error responses.
Therefore no <Response> can be send back to the service provider.

The received request did not contain the needed HTTP parameter SAMLRequest.
